Canadian firm hired to build troubled Obamacare exchanges

A Canadian tech firm that has provided service to that country's single-payer health care system is behind the glitch-ridden United States national health care exchange site healthcare.gov.

CGI Federal is a subsidiary of Montreal-based CGI Group. With offices in Fairfax, Va., the subsidiary has been a darling of the Obama administration, which since 2009 has bestowed it with $1.4 billion in federal contracts, according to USAspending.gov.

The U.S. Department of Health and Human Services awarded CGI $55.7 million to launch Healthcare.gov, its central Obamacare health exchange website. Over the full five years of the contract, CGI could receive as much as $93.7 million.

Earlier this year the U.S. Government Accountability Office criticized the pace of development and testing for Healthcare.gov.'s IT system and noted that it was missing important milestone deadlines.

Consumers have encountered widespread problems since Obamacare's website went live on Tuesday. The system has crashed, pages do not open and many citizens complain they cannot register.

HHS is by far the single largest federal contractor of CGI, showering it with $645 million in contracts. The Defense Department pays the Canadian company $254 million, the EPA $58 million and the Justice Department $36 million.

The General Services Administration, which oversees many government buildings, has contracts with CGI valued at $35 million, according to USASpending.gov.

In comparison, in 2008, under President George W. Bush, CGI contracts totaled only $16.5 million for all federal departments and agencies.

Why Canadians? Why are we showering all this money on a Canadian firm when American workers and firms are available?

Low bid wins. You know that.

And you don't know how many Americans they are employing on this project. Just because they are based in Canada doesn't mean they aren't using US workers.
 
Thank you sister, that was a really good article that I absolutely agree with. I have said all along that this thing has not been properly tested .. and that did not take rocket science to figure out. It only takes knowledge of how to properly implement systems .. something that some here have no clue how to accomplish, nor how to benchmark code.

'Hardware is the easy part' .. is absolutely correct. You can't just throw hardware at poor design.

And this coming from a genuine data entry clerk so you can take it to the bank!!!!!!!!! You're hilarious, J. Calhoun!!!!!

Government Acknowledges It Needs to Fix Design and Software Problems

Six days into the launch of insurance marketplaces created by the new health-care law, the federal government acknowledged for the first time Sunday it needed to fix design and software problems that have kept customers from applying online for coverage.

The Obama administration said last week that an unanticipated surge of Web traffic caused most of the problems and was a sign of high demand by people seeking to buy coverage under the new law.

But federal officials said Sunday the online marketplace needed design changes, as well as more server capacity to improve efficiency on the federally run exchange that serves 36 states.

The website is troubled by coding problems and flaws in the architecture of the system, according to insurance-industry advisers, technical experts and people close to the development of the marketplace.

Among the technical problems thwarting consumers, according to some of those people, is the system to confirm the identities of enrollees. Troubles in the system are causing crashes as users try to create accounts, the first step before they can apply for coverage.

Information technology experts who examined the healthcare.gov website at the request of The Wall Street Journal said the site appeared to be built on a sloppy software foundation. Such a hastily constructed website may not have been able to withstand the online demand last week, they said.

Engineers at Web-hosting company Media Temple Inc. found a glut of stray software code that served no purpose they could identify. They also said basic Web-efficiency techniques weren't used, such as saving parts of the website that change infrequently so they can be loaded more quickly. Those factors clog the website's plumbing, Media Temple said.

The identity-checking foul-ups are also triggering problems for state-run exchanges, which rely on the federal system. The problem caused delays last week for users of MNsure, Minnesota's exchange, as they waited for federal confirmation to create their accounts, said April Todd-Malmlov, MNsure's executive director. She said the issue in her state was largely resolved by Friday.
