Right wing terrorists have been blamed for many acts of terrorism, which they have really committed. They are not blamed for 911. After 9/11, thousands of Muslims who had nothing to do with terrorism were "detained" for months without a trial or even access to a lawyer... Right wing terrorists were not.

There was no such thing as "Occupy TARP". Are you thinking of the TARP protests or the Occupy Wall Street protests? They were two very different groups.

Judging from the "Occupy", I am guessing you are trying to repurpose the Occupy protesters to being right wing anti-Obama protesters. They were not all broken up on the same day. Occupy Wall Street was forced out on November 15, 2011, Occupy DC was moved on January 31, 2012. Different governments made different decisions on different days. Which is to say that federal planning was not required.

The National Guard is usually activated by the governors of their state, but in DC they are activated by the President who acts as governor for DC. When activated by the governor, they can act as law enforcement, just like the state troopers. When activated by the President, except when he is acting as the governor of DC, they act as part of the federal military, but not as police.
