What I'm wondering, given the two flight paths and that this was annual, routine training, why was this helicopter's flight path routed through a major airport's landing pattern at all?

The River Route is a standard VFR route. The Prohibited area around the Capitol forces aircraft to go around it. There have been near-misses before.

The primary responsibility falls upon the pilots for see-and-avoid but ATC has a responsibility here too.

Pilots had reported near-misses with helicopters at Reagan National Airport in the years before the deadly crash​

Not my point you 'tard. Ft. Belvoir, where the helicopter was based, is well south of DC and Alexandrea. If it was a routine training flight why make it go through some of the heaviest air traffic in the area, along with several large airports and restricted air space? Why not fly to the south or east were there is less air traffic to contend with?
