You DO realize that if dems are responsible for the success of pittsburgh, they're equally responsible for the demise of Detroit.
Pittsburgh is a City run by Democrats... 100%
But... Many of these changes and their planning were put in place 40 years ago. They reduced the size of Government, provided incentives for new development. reorganized the schools, switched from Single industry (Steel/Aluminum) to Banking, Medicine, Technology and consumer goods.
Back when it started the Governor and the City Council worked together. The current crop of council members continues to put sound government before the gains of powerful municipal unions.
The Burgh has about 350,000 people, Detroit has 690,000 +/-.
Government in the Burgh is only 3500 people. Making it the 20th biggest employer
In Detroit it's 13,500. Making them the BIGGEST employer.
by simple comparison Detroit could easily reduce it's government by 6500 employees saving 100's of millions of Dollars.
Money that could be used for Police, Fire, EMS and other Public Services.

How is Pittsburgh doing more with less and Detroit is always there with it's hand out?
Proper management... Plain and Simple management.
Detroit should look to Pittsburgh to see how it's done.
