I'm a fan of Lemire. What he omitted is the fact that Biden takes the biggest lesson from the Obama era. In a recent meeting with historians and in private conversations with advisers, Biden looked to the examples set by Presidents Franklin D. Roosevelt and Lyndon Johnson as he aims to use the levers of executive authority to create opportunities and break down barriers.
Unlike Roosevelt and Johnson, who enjoyed formidable Democratic majorities in Congress, Biden has had to operate with a no-margin-for-error edge in fiercely partisan Washington.

As such, Biden knows two very important things:
He's got two years to navigate these waters.
He's got to go for broke now, instead of passing smaller programs with the promise of more to come later.
There is no 'later'. He will not make the same mistakes that Obama made.

Shedding 800,000 jobs/month was sinking pretty fast in Jan. of '09 for sure. If he didn't waste so much time trying create balance in govt, he might have gotten more done.You can have the best captain ever, and Obama was a newbie, and it wouldn't matter if the ship is sinking uncontrollably.

LBJ as an example? LBJ's time in office was a nadir in faith in government. It was a period of great social unrest where most of the public didn't trust government to do anything. FDR's pre-WW 2 administration was much the same way with court packing, ramrodding through unpopular legislation, and a general suspicion of government.

Biden learned more about how to proceed as POTUS from Obama, than anyone Lemire references. Especially given that Biden holds narrower margins than Obama did.
