All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
This would mean that a person from Florida is not subject to the jurisdiction of New York. Even though they are in NY they are not subject to NY jurisdiction since they are not a citizen of NY and since they are not subject to NY jurisdiction than you must be outside NY jurisdiction. Since anyone outside NY jurisdiction can not be inside NY jurisdiction, they are no longer protected by the 14 amendment since it only protects those within its jurisdiction.
That could mean that NY could pass laws that say anyone from Florida caught driving 5 miles over the speed limit is subject to a $100,000 speeding fine and every one from NY is exempt from any fine for that speed.

If everyone born here was automatically a citizen then it would simply read "All persons born or naturalized in the United States are citizens".Where exactly does it say the parents must be under the jurisdiction of the USA in the 14th amendment?

There were certain classes that are not subject to the jurisdiction.
An 1812 court ruling showing that class was foreign sovereigns, their ministers and ambassadors and foreign troops allowed to pass through the country. Another class was Native Americans that had treaties with the US.
If a non citizen is not subject to the jurisdiction then what occurs with someone who is a citizen of one US state but residing in another US state? Is a citizen of Florida subject to the jurisdiction of New York if he visits NY?
