This is a bit like believing that a democratic republic is really a totalitarian socialistic dictatorship because East Germany said they were a Democratic Republic (it was in their name). While they (the fascists) did create syndicates and some portions of the members of the syndicates were "leaders of the industry", the syndicates were run and owned by the government and no privately held stock was bought or sold. The production was controlled by the government through these syndicates. This is only "corporatism" in that each syndicate was a government controlled entity that was called "corporate". Calling something "corporate" doesn't make it a corporation any more than East Germany wasn't a totalitarian socialist dictatorship because they called it a Democratic Republic.

I would call that corporatism, maybe an oligarchy, but not fascism. In fascism the government controlled what they would put out, say, how much they pay people, and it was the government that set the policy, not the companies. The companies did not control the government, the government controlled the companies through the syndicates which Benito called "corporate".
