Don't see science anywhere in that statement. Government agencies are not science. You should probably look at NASA's current mission statement.
NASA 2019 mission statement said:
They are not driving any advances in science or technology.. Their aeronautics 'research' consists of an airfoil library (that hasn't changed in decades), their 'space exploration' can't even get off the ground (they have to hitch a lift from the Russians!), the remainder is just another way of saying 'we support the Church of Green and the Church of Global Warming'.
NASA is a government agency. Science is not any kind of agency, political group, university, scientist, or group of scientists. It is just the falsifiable theories themselves.
You need to come to terms with the 1st and 2nd laws of thermodynamics and the Stefan-Boltzmann law. You so far have not been unable to describe the 'greenhouse effect' without violating one or more of these laws.

Gravity is not science. It is simply gravity. We simply accept that it exists.
Ferdinand Magellan never made it to space. The Magellan probe to Venus did though. That was not science. It was simply a trip to Venus. It used the laws of thermodynamics, various theories of molecular bonding (part of chemistry), Kepler's laws, Newton's Law of gravitational attraction, and Newton's law of motion to travel there. Those laws are science, not the trip itself.
Other than Kepler's laws, you use the same laws when you drive your car or ride a bus.
