Yes. That is the definition of a gas.You can measure a sample of gas and it WILL be a measure of a larger volume of gas because gases mix and fill all space they can fill.
Nonetheless, gases are not evenly distributed. You cannot extrapolate from any sample.

If you examine Stefan-Boltzmann closely, you'll see that it has no "atmospheric composition" parameter.
