This sounds too crazy to be true but one of the YouTube channels I watch has people who own land in Puerto Rico...they were shocked to learn that it is illegal to remove bamboo unless it comes down in a storm.

Many of those homes have this thing in the backyard called a "swimming pool." Pacific Palisades is a upper-class suburban area, not dense city housing. Like this modest home there:

Pools have 10,000 to 30,000 gallons of water in them typically. That means with a generator, a pump, and the rooftop fire suppression system, you have the means to deliver water spray for something like 20 to 40 hours to your rooftop, more than enough time to keep the house from burning down. You can even buy systems that can be remotely controlled from anywhere via a satellite or internet wireless link these days.

For those "fancy" houses, you can use installed irrigation sprinklers along with installed rooftop sprinklers to cover the home and grounds in spray as the fire approaches. You pool and the pump are a substitute for your waterline supply should the pressure drop using an automatic valve system with pressure sensors.

For those too poor to afford the full luxurious system, the sprinklers on the roof you put there yourself with a portable generator (say about $500) and a pump to pull water from the pool (another $250 or so--assuming you don't use the pool pump on bottom suction only) allows for plenty of suppression in most cases.

None of the fires are in LA. Los Angeles(LA) is a city within Los Angeles County (LA County). The fires are in and around Pasadena, not LA. A real news source would get that right.
The fires are not in LA, so not the immediate concern of the Mayor of LA. Pasadena has another mayor, who is not the mayor of LA.

You'd think, but remember the governor banned cities from collecting rainwater from those huge rains last year so actual water is limited. When a fire starts, then its in high demand especially if a pumping station gets hit by the fire, leading to no water for your sprinkler.
