They are not doing the speed limit. Many States consider the left lane a passing lane and the speed limit is about 10mph higher while passing (some States don't specify it, but still consider the left lane a passing lane only).
If people are driving the speed limit and passing the Prius (or any other car in the left lane), and cop sees it, they will ticket the driver in the left lane.

I remember watching a local news segment year ago when a cop did a ride-along with the newscaster, who drove the speed limit in the left lane to demonstrate speeding and road rage. The cop was commenting on how the people passing on the right and giving his driver dirty looks were behaving dangerously and breaking the law.

PA. has a left lane law. They usually only enforce it on interstates and turnpikes. But seen by a cop if he's driving behind you, they'll enforce riding in the left lane on smaller state routes too.

North Carolina. They ignore it here completely. I always see a contractor's white pickup hauling a box trailer, or a commercial van stacked with ladders doing the Lefty. The other day a pickup-trailer was doing this in fast heavy traffic and when his exit came up threaded the needle to get over three lanes and cut off a tractor-trailer in the right lane. I have the whole thing on dash cam.

Now, these are personal anecdotes, and aren't applicable universally, but in my driving experiences in the heavily liberal South-Central Wisconsin area, damn near every Prius driver I come across pisses me off for a lot of the same reasons that evmetro has mentioned in this thread. They tend to drive at or below the speed limit (usually in a passing lane). They tend to drive in a very upright position and continuously stare straight ahead, never bothering to look in any other direction. They also tend to enjoy driving side by side with semis (below the speed limit) so that traffic backs up unnecessarily.

Moving beyond Prius drivers, many people also love to block intersections during rush hour (due to backed up traffic in one direction). That pisses me off to no end because it not only doesn't get those fuckers to their destination any faster than if they would've simply waited at the stoplight for the next green light, but because it also unnecessarily fucks up traffic trying to go in the other direction since they are now unable to move anywhere during THEIR green light due to the fuckwads blocking the intersection. Too many people in this world are completely oblivious to the fact that other people exist too.

That is not a political thing; That is an individual thing. Yes, some people want to speed and dangerously weave in and out of traffic aggressively. Correct. I was dumb enough a little over three years ago to get myself a ticket for going 15mph over the speed limit... I wasn't in a good state of mind that day (wasn't really paying attention to my surroundings, obviously) and shouldn't've been driving at that moment to begin with. I deserved what I got. Almost $200 for the ticket and a sizable increase in my insurance rates for three years. Now, my insurance rates are back down to their lower rates again (even a bit lower, if I recall correctly). I have learned my lesson from that experience.
