With this, even criminals that otherwise would not pay taxes pay, let's say we have Al Capone buying a fleet of cars, he would have paid taxes and wouldn't have spent time in prison for tax evasion... for one example.

One could issue a card... If you are willing to let the government know how much you make and can prove poverty level (or some other agreed upon level of "poor") we could issue you a tax free card. Though I think the most fair taxation would be a simple sales tax, understanding the poor would have more money due to their withholding being minimized as they no longer would have to have funds withheld and beg for them back each year on a form.
