Its ALL adminstered at the state and county level. Even the federal program. The counties adminster it.
That is not the point. The Federal dollars are not being used because the ones promoted by the county are less cumbersome and thus more successful.

Some of the federal dollars maybe, your mistake is in assuming all of them are not being used for that reason, and I don't think that's even possible, no less probable.

My, don't we look at the world differently.

I have to admit Darla, after working with the local Children Services applications, what Damo said does actually happen. The last company I worked for made a ton of money off of this program when the lady that ran it told them she would pay more than we had asked for just because they needed to spend the money. I asked them to explain it a little further and they said they want to ensure they get the same amount next year.

Yes, I understand that could be the State's motivation, however, that would not change the fact of how few federal dollars are being utilized by the people of Colorado, especially when compared to other states.

YOUR mistake is assuming that everyone who "qualifies" for the federal dollars either "wants" it or "needs" it. The qualifications stay the same for anyone in the state. So if you have varying cost of living structures, who is to say everyone who qualifies needs it? That should be up to the individual. AS already mentioned, everyone knows that welfare exists. The whole assumption that they are too embarrased or don't want to fill out the paperwork is just that... an assumption.

No I'm not assuming that everyone who qualifies for the aid wants it. What I am assuming is that the percentage of those who qualify and don't want it, would stay pretty much, not exactly, but pretty much, the same from state to state.

However, the point is that you asked why they would have ads on TV promoting food stamps. You gave us very little information, other than your personal recollection of the ad. So, I had little to work with.

To answer your question, I provided a serious of credible, and linked reasons from officials: stigma, beaurcracy, etc.


Given the minimal information you provided, I think those are valid reasons they might be doing outreach. It certainly doesn't sound as far-fetched as the reasons you guessed at.
