I would say your first 2 statements require more research to answer. Unfortunately, intelligence research by race is hard to come by, and it's a very taboo subject because of the actions of eugenicists and segregationists of the past.

The last question I already answered: cultural priority differences. Black culture has been trending negatively since the War on Poverty.

I would say that probably happened as a result of what the War on Poverty incentivized. Black culture was very different before all of that.

Single parent households were substantially less common before the War on Poverty. Also, before the rise of things like black nationalism, a lot of the emphasis of black culture was on achievement. The earliest civil rights reformers took pride in educating themselves and succeeding in business.

By the 60s, black culture seemed to be transforming in many negative ways. Admittedly, this coincided with white culture doing the same. The breakdown of the family structure was experienced by both whites and blacks, but it hit blacks harder. The Sexual Revolution did women few favors in terms of raising families.

Ultimately, you could say that the negative side of progressivism led to the priority difference. Ironically, white culture was not as susceptible to this, despite having largely created it.

So black nationalism and the social safety net caused black people to value education less which led to the racial disparity in prison population.

What does valuing education less lead to that could cause black people to commit more crime?

What I mean is there seems to be a step missing in the process of that equation.

What effects did the war on poverty have on black people?

What type of desperation? Could you elaborate on what is causing this desperation?
 
At one time in the cities,all blacks lived together in the same area.
As things got better and job and educational
opportunity became available,many blacks took advantage,and move up scale in society,and to better neighborhoods.
Leave those that were left without the cream of the crop of the community,for leadership.
So the worse elements of the community stepped
into the lurch.
And we have what we have now in the cities black communities.
