The legislative process requires all bills to be submitted for a vote, starting in committee. If the 3P POTUS has no allies in Congress, and thus no members in the committees to introduce legislation, then who introduces their legislation and who votes for it?

The reality is that there are two divided sides, with one that has given up on democracy and considers its opponents illegitimate.
