Trump set conditions that were not met and therefore the withdrawal would not be triggered if Biden were following Trump's plan slavishly like his hands were tied.

Shoot the very first condition (no attacks on US or allied forces from any Taliban member) was a fail all by itself as the Taliban escalated violence against US Afghani allies in Afghanistan... they killed just about 6,000 Afghani troops in 2000 alone ignoring any condition set on them.

Biden set an artificial date on the withdrawal, this was no "plan" of Trump's this was 100% Braindead's Handlers insisting it be done before September 11th.
