The original raid that started the siege happened on February 28th, with Reno only taking office on March 12th.

Tear gas did not start the fires.

I remember AG Reno as the one that ended the 'negotiations'.

Why was their a 'siege'? I drove to Waco years later and stopped some guy on the road to ask where Mount Carmel was. He told me to keep going, it was about a mile further. Then he told me David Koresh jogged this road everyday. If the ATF wanted to arrest him, they could have done it while he jogged. Then he pointed out a few small buildings they could have hid in.

One small problem in that Federal law takes precedence over state laws. If you were aware of that thing called the US Constitution, you might know that. The Constitution is why the Federal government can charge state actors for acting in their official capacities while violating Federal law but the state can't charge Federal officers for state crimes without approval of the Federal government.

Barr made a decision to raid the compound, which was at best difficult. Four ATF agents were murdered by the Branch Davidians in that raid. They then took their own children hostage.

The hostage takers ended negotiations. They killed the children, and spread gasoline around the compound. Gasoline evaporates, so they needed to burn down the compound quickly after that. The decision to go in after that starts seeming clear.

Maybe they should not have opened fire on the authorities after they presented search warrants. It is like all the police shootings--comply with orders and you won't get hurt.
