One small problem in that Federal law takes precedence over state laws. If you were aware of that thing called the US Constitution, you might know that. The Constitution is why the Federal government can charge state actors for acting in their official capacities while violating Federal law but the state can't charge Federal officers for state crimes without approval of the Federal government.

According to the constitution, this case should have been handled entirely by the state of texas. Read the tenth amendment.
