"Because our public health systems have been underfunded and poorly managed for many decades" is the unsaid part....along with "The public has developed a deep distrust of government based upon poor performance" would also be said if he understands that far.
We need to make it possible. trump failed badly at first, making it nearly impossible. Now we need to either make it possible, or surrender our world lead. We need to see this as a war, and do what is necessary.
Other generations had their challenges, and now it is our turn.

I think you are putting words in his mouth. For years, immigrants/migrants have done the jobs that were clearly available BUT NOT BEING FILLED BY NATIVE BORN AMERICANS. Period. The fight to pay people a decent wage for doing the "grunt work" has taken many forms over the decades. I have YET to see a campaign by right wing folks to get non-immigrant/migrant workers to do such work. Sorry, but that's just the way it is.

This stopped the flights thing is a stab in the dark to pretend he was actually doing something other than holding rallies and golfing. So 40,000 flew directly to the US. That was the hotbed of Corona. Fauci was the one who told Trump to do that. Trump did not even understand the point as his proclamations made clear.

I think you have things in reverse....the right wing for the last 30 years has pushed this "free market" fantasy for the working class that NEVER PANS OUT...reaganomics with it's "trickle down" and "job creators" guff made that painfully clear.
Apple and Google has setup software libraries where the contact information is stored on the cell phone, and not in a central government database. The government who are actually trying to stop the pandemic were upset, but grudgingly accepted this limitation on their power.
Meanwhile, America is not even trying to stop the pandemic.
He is responsible for one-third of world deaths and cases that we have in America. He did nothing for 6 weeks then fucked it up afterward. Nobody is near our level of Corona. That is all leadership or lack of it.

4 week after China said they were investigating a respiratory illness Trump initiated the coronavirus task force 2 days later Trump bans flights from China. 6 weeks is a liberal lie.
Trump went golfing and held rallies during Feb. That is a fact. he did nothing in January. He claims the ending flights to China was a bold stroke. 40,000 people still flew directly to 17 American cities and others flew to Europe then they flew in from there. That is all smoke and lies. 6 weeks is a fact. He totally blew the testing. We still do not have it . It is June. Trump mishandled it from the beginning until now.
