I'm pretty sure you could hang a noose from a tree in certain contexts without getting in legal trouble.
But because Trump is a Fascist, he wants to make certain kind hate speech illegal.
Depends on the volume of that noise.
Hanging a noose is not a crime unless it is a pattern of harassment of particular (specific) individuals.
Not unless it is accompanied by a threat or action. If I walk toward you with a rope in my hand and we pass each other on the sidewalk, what crime will I be charged with?
What kind?
It is not the structural integrity that matters since the string would not be used for any harmful purpose. If it is part of a pattern harassing specific individuals it could be part of that harassing behavior.
To some extent that distraction worked since we are discussing flag burning.

I do find it funny that the Trumpcucks are saying it should be banned because it's hate speech, but have no problem with ALL the other forms of hate speech.
Both sides seem somewhat hypocritical about that. Conservatives are for free speech unless it is critical of religion or the U. S. Liberals are for free speech unless it involves Nazis, Confederates, criticism of minorities...
There are some types of speech protected regardless of context--pure advocacy, symbols..... It is accompanying behavior (harassment, threats) that can be limited.

I don't know any mainstream Liberals in America who want to ban any kind of hate speech.
It is most often found on college campuses in their codes of behavior. They include things like inappropriate laughter, eye contact or lack thereof, prohibitions against lookism, ageism, classism, and ableism; for example, opposing affirmative action shows lack of sensitivity of minorities.
Many of these codes have been struck down at public colleges.
There are JPP posters who oppose free expression they oppose--Confederate or Nazi symbols, advocating offensive action or speech...I'm not sure I would consider these mainstream liberals.
