A tyrannical leftist government can do whatever it wants if it operates outside the bounds of any state or federal constitution.

However, any attempt to openly force people to take a vaccine WILL be met with resistance, hence why Dr Wen wants to dangle a carrot over people's heads... That way, it sneaks its way through as manipulative coercion rather than the more off-putting and visible brute force.
