The mother getting out onto a highway where she could reach excess speeds? (She got way farther than she should have, they are already criticizing the cops in the video) She could kill the kid herself or others on the road.
It could have happened on the local streets, hitt-ting someone. A car is a lethal weapon and from the police's perspective, she tried to use it that way.
She had mental health problems since the baby's birth. It's just so sad. Now we'll never know why she snapped like that.
