A small bureaucrat noted that gas stoves present a health problem and we should do studies to see how bad they are. If the problem is serious, consider banning them. But in the hypothetical situation that they did, Congress often does this through taxation. They could just set taxes on gas stoves very high, which is completely constitutional. More recently, they have depended on the part of the Constitution that allows the Congress to "regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes." Technically, you could still have a gas stove that in no way was involved in interstate commerce, but that would be difficult.
