They put it in their for a very specific reason.
States ALSO have the right to defend themselves (just as any government does). They organize militias for that purpose.
If someone were to attack Washington State, for example, it has the right to organize a militia to repel the invasion. It does not have to wait for the federal government.
The federal government also has a militia, called the National Guard. It has the right to organize that militia, just as the States do.
The Washington Militia Guard currently has about 75 people in it, mostly administrative staff since it's not on active status.
A government has the right of self defense just as an individual does.
