It's an open ended question. You could spend an entire thread on all of the cultural norms that are present here, but in the context of nudity/sexualization of breasts, plenty of cultures in Africa do not view breasts sexually. Plenty of Native American cultures did not either.
Our view of them is directly a consequence of European norms (and somewhat Near East norms). It is not a universal quality of breasts.
