New York City’s city council is set to dilute a host of criminal laws including laws against public urination and excessive noise because council members believe too many members of minorities are getting arrested.
The New York Police Department already relaxed its enforcement of many quality-of-life laws after years of enforcing exactly such laws led to record lows of crime in the once-much-grittier city, reports The New York Times,
This relaxation strategy wasn’t enough for city lawmakers.
“We know that the system has been really rigged against communities of color in particular,” council member Melissa Mark-Viverito, a Democrat, told the Times. “So the question has always been, what can we do in this job to minimize unnecessary interaction with the criminal justice system, so that these young people can really fulfill their potential?”
On Monday, Mark-Viverito and other council members will introduce a set of bills called the Criminal Justice Reform Act. The laws are designed to make several quality-of-life laws much more toothless. Misdemeanor crimes to be nearly-but-not-quite decriminalized include public urination, excessive noise, drinking in public, marijuana possession and miscellaneous public park-related infractions.

Clifford Ray Jones, 58, was "beating" on Detroit’s Interstate 75 early Sunday when the skin-flick distraction on his smartphone caused him to roll out of control. Jones wasn't wearing a seatbelt and was ejected from the 1996 Toyota's sunroof.
Cops found the motor-masturbator without any pants on when authorities arrived around 3:30 a.m. at the scene of the crash.

Indiana woman gets 50 years in mother's slaying

CROWN POINT, Ind. -- A 19-year-old northwest Indiana woman has been sentenced to 50 years in prison for killing her mother.
Alyssa Barrett pleaded guilty in December to first-degree murder in the death of her mother, DeCarol Deloney-Cain of Crown Point. [h=1]Mom shot in head while picking son up from basketball practice[/h]
DETROIT, MI -- A mother was picking her son up from basketball practice in Detroit Wednesday night when a carjacker approached and shot her in the head.
Erica Garner, 43, of Detroit died a short time later.
Police have arrested the suspect, 17-year-old Ralph A. Marshall of Detroit.
He's now charged with felony murder, carjacking and felonious use of a firearm.
" ... Marshall approached her armed with a gun to steal her car and fatally shot her in the head," Wayne County Prosecutor Kym Worthy's office said in a charging statement. "Detroit police officers near the crime scene attempted to investigate Marshall it is alleged that he fled on foot, but was later arrested by the police."
WJBK-TV, Fox 2 News reported Wednesday that Garner's 11-year-old son was walking to his mother's car when he saw the suspect. His description helped police find his mother's killer.
If convicted, Marshal faces life in prison. While first-degree murder carries a punishment of mandatory life in prison without the chance of parole, a recent Supreme Court ruling may require the court evaluate Marshal's case independently and give an opportunity for parole.
The Supreme Court said mandatory life sentences for those who commit crimes while they are under 18 are unconstitutional.
Marshall is jailed and expected back in court Feb. 5 for a probably cause hearing and Feb. 11 for a preliminary examination before Judge Kenneth King.

MOULTRIE, GA (WALB) -Two more of seven teen murder suspects charged in a Norman Park shooting plead guilty to lesser charges in Colquitt County court Wednesday. Prosecutors also revealed that they think Christian Glover was the gunman.
John David Hester was shot in his yardI-Key Pinkins and Adrian Robinson pleaded guilty in exchange for prosecutors dropping the murder charge against them. They must testify at the trials of the remaining defendants for the deal to be completed.
Pinkins and Robinson both pleaded guilty to criminal attempt to commit home invasion. Pinkins also pleaded guilty to a burglary that happened earlier in the day, but Robinson was not involved in that crime.
Stoically and appearing anxious, Adrian Robinson entered a guilty plea in front of Judge Harry Altman for his involvement in the July 5th shooting of John Hester.
Revealing new details, prosecutors say the group of 7 teenagers went to the home to rob David Hester but were confronted by Hester's father. Prosecutors say Hester fired at the group with a shotgun and Christian Glover fired back, fatally striking Hester in the leg.
Chief Assistant District Attorney Brad Shealy says the crime spree started earlier that day. The group, with the exception of Robinson, broke into a home in Colquitt County and stole more than 20 guns.
Prosecutors say Glover had one of those guns at the time of the robbery attempt in Norman Park.
Joining Robinson in court today was I-Key Pinkins. He pleaded guilty to that burglary and his involvement in the home invasion and agreed to testify at a future trial. Prosecutors will drop the murder charge in exchange. "Any deal where we're able to get justice for the victim is a good deal, and we're happy with the agreement that we've reached on these cases," said Chief Assistant District Attorney Brad Shealy.
This leaves only 4 men facing trial for murder. Ty'Cameron Hayes pleaded guilty Monday to the same charges as Pinkins. Brandon Wynn and Derrick Phillips are expected to do the same thing in their hearing next Monday. Tykerious Jones and Christian Glover are not expected to plead guilty at this time, and a trial is expected sometime in May.
Hester's family has been in court every step of the way and is waiting until after the trial to make comments.

A Florida toddler was shot multiple times during a “gang-related” drive-by shooting, cops said Saturday.
Little Aiden Michael McClendon, who was only 22 months old, was shot dead Friday around 6:10 p.m. in Jacksonville while sitting in a car, cops said in a statement.
“The only one hit in this entire barrage of bullets was this little 22-month-old,” Jacksonville Sheriff's Office Chief of Investigations Tom Hackney said.
Aiden was in a car near a Jacksonville sports arena when the vehicle was hit by several rounds of gunfire Friday night, the Jacksonville Sheriff's Office said in a statement. He was struck three times in his shoulder and abdomen and taken to the hospital in critical condition, authorities said. He died at the hospital.
Jacksonville Sheriff Mike Williams said the shooting was "gang-related," but no one in the car with Aiden, including his mother and grandmother, were the intended targets. Investigators believe shootings in Jacksonville earlier on Friday might be connected to the shooting that killed Aiden, Williams said.

Jeavonte Dennis, Quajeir Culbreath, Jalon Brown, Devonte Lewis, Tyheem Mayfield, Nyje Johnson, Knolaisha Washington, Shakeem Ricks, Nyjeir Barrett and Baseem Williams have all pleaded not guilty to charges tying them to the death of Nazerah Bugg.

Man arrested for allegedly murdering his fiancée's 2-year-old son, just six days before they married
A New Jersey man murdered his fiancée’s 2-year-old son — then married the tragic tot's mom six days later, according to authorities. Jagger Jost, 21, was arrested Monday, some eight months after he allegedly killed little Vernon Gaylord Sylver Jr. with a brutal punch.
The child hadn't even been buried before Jost and his fiancée, Tiffany, decided to tie the knot on May 22. And to this day, Tiffany Jost believes her jailed husband is innocent, attributing his death from blunt force trauma to a fall, not a beating.
Little Vernon died from blunt force trauma to his abdomen, which police said was sustained in a beating from Jagger Jost. His mother, Tiffany Jost, said he was killed from a fall, not a punch.

[h=2]A Chicago teenager has been arrested and accused of torturing an animal after he posted a video on Facebook showing him allegedly pouring boiling water on a cat.[/h] After the video went viral on Tuesday, February 2, Chicago Police arrested Leon Teague charging him with a felony count of animal torture and a misdemeanor count of depicting animal cruelty (the video).
In a statement, Chicago Police said Teague, 18, was identified as the person who “deliberately scalded a cat with a hot liquid.”
“A video of the incident was posted … showing Teague luring a cat onto a rear porch and pouring boiling water onto the cat,” the CPD added in its statement.
According to the Washington Post, a state attorney said Teague told police that he knew right away why they came knocking on his door. “If you think I did it, lock me up,” the suspect reportedly told police. “I know the system. If I admit to this, I’m going to jail. Glock Boy MurDoc is my Facebook name and people come in and out of my apartment all the time.”
The Chicago Tribune reported the cat was rescued and is being treated at a local shelter. “His fur is singed and he has burns on him,” area resident Heather Weidmann said after finding and rescuing the animal. “He’s got scabbing, but he’s very friendly and he’s in great spirits.”
After spending a few days under observation at the animal shelter, Weidmann said she will meet with police about taking the animal to Felines and Canines animal shelter in Edgewater.
Weidmann also told the paper she is mulling over a name for her new feline friend. “He’s got to have a pretty damn special name,” Weidmann said. “For everything that he’s been through, to still come up and let us touch him and pet him, he’s pretty damn special.”
