No. Congressional elections are NOT democratic or a democracy. Those representatives are defined by the Constitution, including their authority they hold, their term of office, and when and how they are to be elected.
Before the 17th amendment, Senators weren't even elected by the people, they were elected by the States.

A democracy has no representatives at all.

I have to disagree. Simple majority elections, i.e. half plus one vote, are the definition of democratic. If you are stipulating that the representatives are chosen by such a vote, you are declaring that the representatives are chosen democratically. If, at such a time, a State decides to determine senators by some other means, then the senators will cease to be elected democratically and will become "appointed."

A democracy is not an oligarchy, but it easily dissolves into one. That or a dictatorship (less common). A democracy is an unstable form of government.
