Yes, the people of New Orleans were dying to hear those words. And if the governor of Louisianna and the Mayor of New Orleans had requested aid before the storm hit (as the gov of MS and AL did, and numerous mayors did) the federal aid would have been on standby. But the feds cannot send in military aid without it being specifically requested by the states.
Our founding fathers made sure of that.
