No, it's not. Normally, a police officer who shoots and kills someone has that reviewed in detail and openly. In Byrd's case the review was perfunctory and done behind closed doors.

His fleeing the scene after shooting her alone should have gotten him charged, as well as fired. His failure to follow federal use-of-force guidelines should have gotten him charged. That's particularly true in light of his previous mishandling of his firearm. But none of that happened. Instead, he it was all swept under the rug.

There is no evidence to the contrary. Byrd did not follow federal use-of-force guidelines, did not try using any sort of less than lethal force first, and then fled the scene--most damning of all.
