Screen time for kids has been a concern since the introduction of the black and white TV.

It is NOT the same as requiring kids be educated and people, especially prior conservatives, would NOT have wanted big gov't to tell them how much TV time was legal for their kids, even though excessive tv watching CAN BE also be an abuse to the child.
