I was willing to give him the benefit of the doubt when he denied any provocative intent; the events appear to contradict him, however. Despite that, I can't see where anything he actually did, intent aside, could consitute criminal activity. From reading the report I also can't see where he even engaged in any really overt solicitation.
Legally, doesn't solicitation have to involve some sort of verbal exchange involving compensation?

True, but should he have been arrested in the first place. He pled guilty because he was hoping noone would ever notice he was arrested.

He was detained for the incident in June. He plead guilty in August.
He had over a month to consult his attorney.
The cops must have had him dead to rights. He still plead guilty.

It has no affect on me, people plead guilty for all kinds of reasons.
In the original story the dude admits he never consulted counsel. He pled guilty because he hoped nobody would even know he got arrested.
