Laws against left lane blocking are almost impossible to enforce since there are many legitimate reasons to be in the left lane.

Left lane is considered the emergency lane also (here in PA.), as is the center of the road on a 2 lane (vehicles are to move as far to their right as possible to allow emergency vehicles to pass).

1. Enter the passing lane approximately 1/4 mile from the left turn, then enter the left turn lane. No reason to "be" in the passing lane for more time than is necessary.
2. Enter the passing lane to pass around the debris then get back in the travel lane as quickly as possible.
3. Find am opening in the travel lane then speed up or slow down to leave the passing lane and return to the travel lane.

There is no cop or trooper in the country who will give you a ticket because you were driving at the speed limit in the left lane and wouldn't move over to allow a speeder to use that lane.
