No, they don't get to just interpret them as they see fit. It gives them specific powers relating to what they can and cannot do to purge the roles. It is ridiculous to pretend that the legislature cannot, or does not, limit the powers of the executive with legal limitations on their powers. They do not get Carte Blanche to interpret it in any way at all.Or do you think that the legislature should pass a law stating:
"Kenneth Blackwell should be purged from the rolls
Lisa Edmond should be purged from the rolls
Donald Duck should be purged from the rolls
Marissa Blackmond should be purged from the rolls... etc... etc"

Damo, the state legislature passes a law that states that people registered in other states can't be registered in Louisiana. This gets passed on to the secretary of state, who interprets and executes the law in the best way they see fit.
