A moral conscience exists in the healthy adult mind, whether we act on or not.

If the Nazis had won World War 2, and persuaded almost everyone through propaganda and coercion that killing Jews was in the interest of national security, it would still be objectively evil and wrong.

In the healthy adult mind, the conscience either tells you its wrong, or the conscience can appealed to and persuaded it's wrong, even when one chooses not to act on that conscience.

Everything in my life experience tells me that the healthy human mind instinctively knows cheating, stealing, murdering is wrong. Even in cases where they select to ignore what their conscience tells them. Stalin went to great lengths to hide the scale, purpose, and nature of the Gulag form his own citizens, and the outside world.
