Many of those social welfare benefits go to individuals, not states. The 60,000 people who move from CA to TX annually means those receiving welfare payments will now go to TX rather than CA. Since the red states have been gaining population vis-a-vis the blue states, they will be adding more of the elderly, poor, etc. who qualify for benefits.
 
Welfare has a time limit. In most states, you can get it for up to 5 years. Then food stamps and less help. The idea of people living a lifetime on welfare is gone.

I am not pointing to the Welfare alone that goes to individuals. We are speaking about the Federal dollars that go to the overall State budgets. Red States are shitholes in all areas.

And the defense of shit hole areas that vote blue within red states, is not the defense you think it is. It is the Stare Republican gov'ts that ensure those areas remain shithole by rejecting almost every measure that could help uplift their status. they would rather give the Federal money coming in to Brett Favre for his rich kids then to poor communities within their State.

If what you said had any logic to it, then blue cities within blue States would be doubly screwed and well below blue cities in Red States and they are not. Thus proving the way to uplift everyone is having States turn Blue.

California has been "uplifted"? According to the Census Bureau CA has the highest poverty rate in the country when adjusting for cost of living. That is why 360,000 left CA in 2021.

True, although there are many loopholes to the work requirement. Also, many of those who leave welfare return before long. Unfortunately, many of those leaving welfare are not working.
