I worked as a contractor with them in the ‘90’s. Not only were they very woke back then but had a lot of slugs in their ranks. It was a jobs program from my point of view.

Key point: when the draft was active, people at risk of being drafted joined the Air Force or the Coast Guard to avoid being drafted into the Army. That's exactly what GW Bush did.

If you were in Air Force, Navy, or Coast Guard, you could still end up in Vietnam. For instance Bob Kerrey, and John Kerry were both in the Navy, and were deployed to frontline duty in Vietnam. It took some effort to get from the Navy to Vietnam, but it was doable. Bush was completely safe in the National Guard.
Bush's unit was considered a champagne unit, because wealthy families could put their young men in it, and they would not need to fight.
Oddly enough, Bush implemented some of the most harsh foreign deployments of the National Guard we have ever seen.

authorized the mobilization of 11 Air Guard wings (Army
Guard units would not be mobilized until May 1968). With
only a reporting date of Jan. 27, they were on active duty for
two days when the Tet Offensive erupted across Vietnam.
Renewed hostilities with North Korea never developed and it
soon became obvious that the ANG was needed in Vietnam.
At the time, a typical ANG organization had one flying
squadron plus all of the support units necessary to keep
its aircraft maintained and its pilots prepared to fly. Once
each of the wings was mobilized, they were often broken
up with their flying squadron going off to a foreign assignment where support units already existed from other U.S.
Air Force assets. Though some ground crewmembers from
each squadron would accompany the squadron overseas, this
left most of their support personnel available for reassignment as individuals or as small cells to be used world-wide
by the USAF. Many in this capacity served in South Korea.
So many in fact, that in late 1968-early 1969 the Air Guard
accounted for 60 percent of all USAF strength in Korea....

The military has been having trouble making recruitment quotas for more than 20 years, so you really cannot blame Biden... Much less Soros. In fact, Soros has little to do with social policy, and he is not a socialist.
Moves like allowing homosexuals to serve in the military increased the recruit pool, and did little to decrease the recruit pool.
The real problem is plenty of civilian jobs, poor military benefits, young people not used to taking orders, young people with lots of tattoos in the wrong places, young people who are just fat, higher requirements for service, fear that service could be extended indefinitely.... I could go on and on, but none of it is that Blacks are treated too well, or that homosexuals can openly serve.
