That's a complicated question, but I would assume it's all part of a cycle.

Valuing education less leads to lower grades. Lower grades lead to fewer higher education opportunities. Fewer higher education opportunities lead to less gainful employment. Less gainful employment leads to financial problems. Financial problems lead to criminal attempts to pay the bills and subsist.

So valuing education less leads to poverty which leads to higher incarceration.

Does the lack of education lead to poverty or the other way around?

No, Democrats perpetuate poor living conditions brought on by bad choices many blacks continue to make. Democrats don't get 75% of the black single mothers pregnant, however, Democrats have created programs where the government has become the father making it easy for a sperm donor to avoid his responsibilities.
