The PRESIDENT is the LAST person who signs those spending bills into law YOU FUCKING MORON.
So that is why most everybody puts the blame on him for running the debt up.

The President works up a budget he wants passed sends it to the House they modify it to what they want then send it to the Senate where they modify it and sends it back to the House and they have meetings hammering out their differences and send it to the President who has the last say if it is signed into law.
And the President being the last one to sign it into law is the one that gets the blame for it and any debt it causes.

Congress determines the content of all laws. Congress can override any veto. You are a lame excuse-maker who dishonestly pins Democrat blame on the backs of others who are not responsible. You are also apparently too stupid to learn.
