I wasn't aware that anyone gets to redefine socialism.
I use Karl Marx's definition, which is the only one that matters.
Nobody owns Norway's economies beyond those who comprise the markets. What you wrote makes no sense.
Question for you: If I were to open a store in Norway, will the government tell me what I must sell, what I cannot sell and what I must charge? Will the government apply rationing limits on how many of each item I may sell to any one customer?
Socialism isn't a calculation of metrics.

Large capital investments lay unused because of changing profitability.
And health care is not strictly done for the purpose of actual healing, but often simply for profit sake.
Obamacare had to make rules about how hospitals will make the decision of when to release patients following procedures. It was being made because insurers would only pay a certain amount for a certain procedure. It had little to do with the actual recovery of the patient. Many patients then had complications which caused them to be rehospitalized for the same condition they were originally hospitalized for.

I know a worker who received a stellar performance review. The worker was then trained on the latest methods, procedures and modern equipment, costing the company thousands. Then, two weeks later, because of a market change perceived by upper management, the same worker was laid off. What a waste.
