Where does the 2nd-8th amendment say "state."? The "Congress shall make no law" clause of the 1st amedment applies to all the amendments because that was the intent of adding them. Read some of the congressional debates on the ratification of the Bill of Rights so understand the context.This isn't about the 14th Amendment. Read the first word of the 1st Amendment. The 14th Amendment didn't change the first word of the 1st Amendment from "Congress" to "States"
