The Residential Building Code has nothing to do with the Permitting requirements of the Local Jurisdiction.

The Local Jurisdiction may have adopted the entire Code or just parts of it. (It's usually easier to just adopt the entire Code)

In NC, all county building inspections departments are overseen by the State Department of Insurance. The NCDOI has adopted the International Building Code, with State amendments.

Just because I like to beat a dead horse, here is an excerpt from Mecklenburg Counties guidance document: "Residential Plan Submittal":

Building components must be designed and sized to meet the requirements of the North Carolina State Building Code specific to your project. If you have difficulty drafting and designing your project you may want to consult with a licensed general contractor or a design professional.

In other words, a homeowner can prepare his own plans, and if he's smart enough to design according to the simple "recipes" in the Residential Code, he will get the required permits to build. He may obtain the services of a general contractor to do so, who again, is not a licensed architect of engineer.


Mecklenburg County includes Charlotte, hardy a:

and widely acknowledged as a more difficult municipality within the state to build in.

You discounted a perfectly reasonable possibility that there could be rebar in the columns based solely on the assumption that it would be "too much work" to slide each brick down the length of the bar, when I fact, it could have been done with relative ease.

You must really look at things from the lazy man's perspective.

And it appears that I certainly was correct in my assessment of your third rate hillbilly shit hole jurisdiction if they don't even require a licensed architect or engineer's seal on drawings in order to slap together some hodge-podge shit shack and claim that it meets "accepted standards".

I guess that's how guys like you get away with it.
 
I can remember when I paid $25 to take an online test to get your Texas State license to become a residential Real Estate Inspector.

I remember that I failed the test by only one question.

I was basically just trying to see if I knew enough already without having to take any coursework or prepare in any way for the test.

Anyway, had I passed the test, I would have received a State license!

Most of what was on the test was just basic common knowledge!

The building inspector instructed the builder to call me since his brick assembly didn't meet Code. In this case, the maximum height for unreinforced masonry columns is four times the least plan nominal dimension; in this case that would be 8 x 4 = 32", not the 168" as built.

As an experienced inspector I always look at a job from the lazy man's perspective, because contractors generally work that way. My assumption that the columns were not reinforced was confirmed when the builder kept his mouth shut after I asked him if they were.

That builder, not exactly a brain surgeon, was obviously smarter than you since he knew enough to keep his mouth closed at the right time instead of continuing to show his audience how stupid he was.
