No, but the clear meaning covers them. The amendment was written with a broad definition for a reason. They could have just said “former slaves” are citizens, but they used broader concepts and principles to define what is a citizen, and those broad concepts clearly cover these people born here. People born here are not immigrants.
For a hundred years the Amendment was interpreted not to confer citizenship to anyone who could illegally sneak in. It wasn't until the mid-20th that the provision was distorted to cover illegals. Even as recent as Eisenhower the idea of anchor babies was rejected by the courts.

Illegals born here were not citizens until the Supreme Court decided in 1998 that they were. The Amendment was referring to ex-slaves and their children.
 
It doesn't matter. The IMPORTANT first step is to get them into the camps that are being built THEN figure out what to do with them.
