As to the answer, which doesn't address your question directly, but is an answer, I would rather have a passionate, knowledgeable, amateur in a ramshackle classroom teaching a subject, to a professional that has a mediocre grasp of the subject knowledge and no real passion for teaching it in the most modern and well-equipped classroom in existence.

A teacher with a liberal arts degree in education who has little grasp of science, math, or other technical topics is likely far more unfit to be teaching those subjects than a parent who is employed and using them on a daily basis in the real world, as but one example.
